Artificial intelligence is advancing quickly, and it is already being used in areas that affect daily life, from healthcare and education to public services and research. New Mexico is well positioned to be part of this growth, especially with our national labs, research institutions, and emerging technology sector. At the same time, new tools bring new risks. I believe the state needs clear guardrails that protect people without slowing innovation or driving opportunity elsewhere.
My approach to AI is focused on safety, transparency, and common sense. The goal is not to fear new technology, but to make sure it is used responsibly, especially when it involves personal data or decisions that affect access to public services.
Protecting personal data is a top priority. State agencies collect sensitive information every day, including health records, education data, and child welfare information. I support creating a strong consumer data protection framework that applies to state agencies and any contractors working with them. This means higher security standards, clear limits on how data is used, and stronger oversight to prevent misuse or breaches. New Mexicans should be confident that their personal information is protected when they interact with state government.
Transparency is also essential when AI systems are used to support decisions about benefits or services. Automated tools should never become black boxes that people cannot understand or challenge. I support clear standards that require transparency in how AI systems are used by the state, along with safeguards to reduce bias and errors. When technology plays a role in determining eligibility for programs or services, fairness and accountability must come first.
At the same time, regulation must be targeted and reasonable. New Mexico should focus its rules on public-sector use and clear consumer risks, not broad mandates that discourage private innovation. Overly complex or sweeping regulations can push research, startups, and investment to other states. That would hurt job growth and slow progress in areas like advanced energy, manufacturing, and scientific research.
New Mexico has an opportunity to lead by setting thoughtful standards that protect residents while welcoming innovation. With clear rules, strong data protections, and a focus on transparency, the state can encourage responsible use of AI and remain a place where new ideas are developed and tested safely.
Technology should serve people, not the other way around. My goal is to make sure New Mexico uses AI in ways that protect privacy, promote fairness, and support long-term economic growth without unnecessary barriers.
